The Cabinet Division has said government employees who ask others to lobby on their behalf over service matters will face departmental action, and that details of such lobbying will be recorded in their official records.
In a letter issued yesterday (17 September), the division said such lobbying was a clear violation of Rule 20 of the Government Servants (Conduct) Rules, 1979, and constituted misconduct under Rule 2(b) of the Government Servants (Discipline and Appeal) Rules, 2018.
“Recently, it has been observed that various persons/persons at different levels are approaching the concerned officials of different offices to lobby on behalf of some government employees over various matters related to their jobs,” the letter said.
If a government employee makes any “unwanted lobbying” through another person or persons over any matter related to their job, departmental action will have to be taken against the employee under the Government Servants (Discipline and Appeal) Rules, 2018, it added.
The details of any such lobbying must also be preserved in the employee’s dossier, according to the directive.
The Cabinet Division, however, said employees can submit applications on matters related to their jobs to their controlling ministry, division or authority through the proper channel.
The respective controlling ministry, division or authority will have to dispose of such applications reasonably within a maximum of one month, it said.
The Cabinet Division asked the authorities concerned to take necessary steps to issue instructions to offices and agencies under their control accordingly.
