The government is reforming and modernising existing policies and management systems to make field administration more citizen-friendly, transparent, efficient, service-oriented and accountable, Prime Minister Tarique Rahman told parliament today (9 September).
The government is focusing on simplifying services, expanding digital technology, monitoring performance, resolving complaints, strengthening inspection and supervision, and holding public hearings, he said.
The prime minister made the remarks in response to a question from Chapainawabganj-3 MP Md Nurul Islam, who asked whether the government had taken initiatives to reform or modernise existing policies to make field administration more transparent and accountable.
Tarique said the government was also prioritising improving citizen services, implementing the Right to Information Act, and strengthening complaint resolution, inspection and public hearings.
As part of the reforms, the government formulated the “Service Simplification Guidelines, 2026”, “Government Office Website Guidelines, 2026” and “Guidelines for Evaluating the Activities of Deputy Commissioners”.
Focus on digital services
Various digital initiatives have been introduced to make field-level services easier and more citizen-centric, the prime minister said.
These include D-Nothi, e-Namjari, digital land management, e-GP (government procurement), online general diaries, e-returns, e-Porcha and online collection of land development tax. The 999 and 333 helplines are also among the initiatives.
The Government Performance Monitoring System (GPMS) has been introduced to improve monitoring and evaluation of government performance, while guidelines for the system have been issued for the 2026-27 fiscal year.
Tarique said monthly online meetings are held between the cabinet division and various ministries and divisions to strengthen transparency and accountability in field administration.
He said reforms would continue through further service simplification, greater use of technology, stronger transparency and accountability, faster complaint resolution and results-based performance monitoring.
In response to reserved-seat MP Sabikun Nahar’s question about progress in implementing recommendations of various government committees, commissions and task forces, the prime minister said such bodies are formed through the cabinet division as needed to address important government issues.
Tarique said MPs seeking information on the recommendations or implementation progress of a specific committee or task force should mention its name in a specific parliamentary question.
