Bangladesh needs to translate its national climate policies and strategies into well-prepared projects, appropriate financing structures and measurable outcomes to secure greater international climate finance, Environment, Forest and Climate Change Minister Abdul Awal Mintoo has said.
He stressed the need to improve project quality through feasibility studies, climate risk assessments, sound project design and stronger institutional capacity, while seeking greater support from development partners in project preparation.
The minister made the remarks at the opening of the Bangladesh Climate Development Partnership (BCDP) Knowledge Conference 2026 in Dhaka on Wednesday.
He said development decisions made today would shape Bangladesh’s climate risk profile for decades, making it essential to incorporate climate risks into major investments from the outset.

Project preparation should clearly identify problems and beneficiaries and assess climate risks, technical options, economic benefits, and environmental and social impacts, Mintoo said.
Many climate adaptation projects do not generate direct commercial returns but deliver significant social and public benefits. Financing structures should therefore reflect Bangladesh’s fiscal capacity and development priorities, he said.
Mintoo also stressed the need to encourage private investment in clean energy, resource efficiency, climate-resilient infrastructure and sustainable agriculture.
Organised by the Ministry of Environment, Forest and Climate Change with ADB support, the two-day conference brings together more than 500 climate experts, policymakers, development partners, private-sector representatives, researchers and civil society members.
The BCDP web portal was launched to support project pipeline management, real-time monitoring, data integration and coordination. ADB executive director Satya Srinivas Lola said the conference should lead to follow-up action and effective public and private investment.
Sessions cover climate resilience, low-carbon growth, the National Adaptation Plan 2023-2050, NDC 3.0 financing, de-risking investments and public-private financing in energy, transport and agriculture.
