National Citizen Party (NCP) Member Secretary Akhter Hossen has described the July Charter implementation order as a “commitment law”, saying it is a consensus-based pledge rather than a mandatory legal instrument.
“The July Charter implementation order was not seen as a hard and fast or mandatory law; it was seen as a law of consensus. However, everyone viewed it from the perspective of commitment,” he said at an online meeting yesterday (10 March) organised by the NCP Diaspora Alliance to protest delays in implementing the July Charter and the referendum mandate.
Calling the order, a “sacred pledge”, Akhter added that it was articulated in the language of law but contains no punitive provisions.
