Candidates who passed the written examination of the 46th Bangladesh Civil Service (BCS) said there is no legal barrier to non-cadre appointments from their batch, according to a press release issued today (20 January).
The omission of non-cadre posts in the 46th BCS recruitment notification has caused concern among job aspirants, reads the press release issued by a faction of the candidates who passed the written examination.
Citing the Non-Cadre Appointment (Special) Rules, 2023, it explained that Rule 4(1) allows non-cadre posts to be mentioned in the advertisement but does not require it, so their absence does not prevent later appointments.
It added that Rule 6(1) permits the Public Service Commission to recommend candidates for non-cadre posts once the government sends a requisition. Rule 8 gives the government authority to resolve technical or administrative issues through a gazette notification.
The release pointed out that non-cadre appointments have been made from nearly all previous BCS examinations, and excluding the 46th BCS would be inconsistent with past practice.
It urged the government to provide a list of vacant non-cadre posts and make appointments from the 46th BCS, adding that procedural issues could be resolved through a gazette notification.
The release concluded that the matter depends on administrative will and called for a timely decision for the candidates.
