Md Motasem Billah, the serving administrator of mobile financial service provider Nagad, has been promoted to the post of executive director of the Bangladesh Bank.
The central bank issued an official order confirming his promotion on Thursday (2 April), reads a press release issued today (4 April).
Prior to his appointment as administrator of Nagad in February 2025, Motasem Billah was serving as director of the Banking Inspection Department at the Chattogram office of Bangladesh Bank.
Md Motasem Billah began his career at Bangladesh Bank in 1999 as an assistant director. Over a span of 27 years, he has held key positions in several important departments, including the Banking Inspection Department, Central Bank Strengthening Project, Financial Sector Support Project, Department of Offsite Supervision, and the Payment Systems Department. He played a leading role in modernising the country’s payment ecosystem, including initiatives such as the introduction of the national card scheme TakaPay, NPSB migration, the cashless Bangladesh programme, and Bangla QR.
Under the Central Bank Strengthening Project – a joint initiative of the World Bank and the government of Bangladesh – he made significant contributions to the development of Bangladesh Bank’s IT infrastructure, human resource capacity, and business process re-engineering.
Since taking charge as the administrator of Nagad, he has led a series of positive transformations within the organisation. Under his leadership, Nagad has witnessed notable improvements in service scope and quality, alongside strong business growth. Within a year, the platform’s transaction volume nearly doubled, while significant progress was also made in technological advancement.
