The Ministry of Education has issued new guidelines for forming ad hoc committees in private lower secondary, secondary and higher secondary educational institutions in place of governing bodies and managing committees.
The directive was issued in a circular by the Secondary and Higher Education Division of the Ministry of Education today (16 March).
According to the circular, the country’s education boards, including the Board of Intermediate and Secondary Education, must follow a specific procedure when forming ad hoc committees for educational institutions.
The circular stated that the chairperson of an ad hoc committee must have at least a bachelor’s degree or an equivalent qualification. However, in special cases, the ministry may take necessary decisions considering a person’s contribution to the expansion and development of education or other exceptional qualifications.
For the nomination of the chairperson, the head of the institution will propose three names. In metropolitan areas, the proposal must be sent through the divisional commissioner, while in other areas it must be forwarded through the concerned Upazila Nirbahi Officer (UNO) and the deputy commissioner.
Among the proposed individuals may be serving or retired first-class officials from government, semi-government or autonomous institutions, retired educators, local education enthusiasts, social workers, or the founder of the institution.
The proposals must also include the curriculum vitae of the nominated individuals and be submitted to the respective education board. The board will then appoint one person from the proposed list as the chairperson of the ad hoc committee.
The circular also stated that the directive was issued following a decision taken at a views-exchange meeting held on 10 March. The new arrangement will be implemented in accordance with the Governing Body and Managing Committee Regulations for Private Educational Institutions 2024, as amended on 31 August 2025.
