The government has set out a detailed evaluation framework for development projects proposed by lawmakers under a new mechanism that removes members of parliament (MPs) direct control over constituency funds.
Under the system, projects submitted by MPs will undergo screening by a dedicated cell at the Prime Minister’s Office and will be assessed against a range of social, economic and development indicators before being considered for implementation.
Officials said proposals will not be approved automatically and must demonstrate clear public benefits while aligning with national priorities.
According to the standard operating procedure (SOP), proposed projects must be consistent with the government’s electoral commitments and broader development goals.
The evaluation process will assess how effectively a project can reduce poverty among disadvantaged groups and residents of remote areas.
It will also examine the potential to create direct and indirect employment opportunities during and after implementation.
Projects will be reviewed for their likely impact on local agriculture, small industries and businesses.
Evaluators will also consider the extent to which women, children, older people and persons with disabilities are expected to benefit.
The assessment will further analyse the project’s contribution to improving healthcare, education, transport connectivity and sanitation services.
Officials said projects will not be approved if similar work is already being carried out in the same area under another government programme.
According to sources at the Prime Minister’s Office, a database will be created to collect and preserve information on development projects proposed by MPs or sought by local residents.
The PMO cell will conduct preliminary screening, determine the necessity of projects, assess feasibility and prioritise proposals based on public interest before forwarding them to the relevant ministries and divisions.
The cell will also monitor implementation of approved projects and prepare reports documenting their outcomes and contributions to public welfare.
